She received her Bachelor of Science degree (BS '98) in health information management from the School of Health and Rehabilitation Sciences at the University of Pittsburgh and her Master of Public Management (MPM '01) degree from Carnegie Mellon.  She is presently completing a PhD in Social and Comparative Analysis in Education at the University of Pittsburgh's School of Education.

Harmon has worked in a variety of health care and education organizations and has experience including consulting and business planning, academic administration in a community college, teaching at the university level, and clinical work in an acute care setting.  She is an honorably-discharged veteran of the United States Navy where she served 6 years on active duty as a Hospital Corpsman and Medical Laboratory Technician.
